Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal of all administrative organization employees.
Accountable for the effective and efficient planning, management, development, and overall leadership of the workforce. May assume the duties and responsibilities of the General Manager & CEO in their absence. This is a senior executive level position responsible for providing internal and external leadership, coordination, management, and direction for the Brownsville Public Utilities Board (BPUB) administrative services, including the following assigned divisions/departments: Human Resources, Communications & Administrative Services, Customer Service, Key Accounts, Real Estate, and Health & Safety . Working under the General Manger & CEO, serves as the Chief Strategy Officer for the utility.
Plans, negotiates, organizes, directs, and guides the management of all utility administrative functions to ensure the adequacy and reliability of the utility’s administrative systems. Leads the development and execution of the utility’s strategic mission and business plan initiatives. Provides leadership on strategies, goals, and objectives identified in the BPUB Strategic Plan. Advocates organizational and stakeholder change related to the utility’s mission. Ensures the utility and its mission, programs, products, and services are consistently presented as a strong, positive image to relevant stakeholders. Recommends, develops, and supports the implementation of new business initiatives, customer programs, and opportunities for the organization to achieve its business objectives. Plans, directs, and maintains long-range programs and activities of all assigned departments and assigned senior management staff. Analyzes business needs and develops short and long-range strategies, goals, and action plans to meet those needs. Develops and monitors the assigned Operation & Maintenance and Capital Improvement Planning budgets. Formulates policies and planning recommendations, directs, and ensures compliance with the utility’s policies and procedures, and establishes and maintains controls for the implementation of overall policies for the utility. Represents the utility’s interests at the local, state, and national level and on agencies, boards, councils, and commissions. Communicates the goals and objectives of special projects to the general public and in soliciting their active support for projects that address local needs. Recruits, develops, and evaluates senior management and professional staff to ensure compliance with established policies and objectives of the utility. Manages the internal reporting systems to identify compliance concerns/matters that may require follow-up and/or investigation, and refers issues to the appropriate area for review. Where investigation is required, works with the General Manager & CEO and others as required to identify investigatory roles. Attends meetings of the Board of Directors and City Commission, as needed, to explain, justify, and defend utility programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues. Serves as a liaison to the City of Brownsville and communicates utility business. Attends meetings outside normal working hours and in the evenings as required. Completes other duties as assigned.

The Brownsville Public Utilities Board (BPUB) was formally chartered by the city of Brownsville in 1960 to provide electrical, water and wastewater services to its customers in the southernmost part of Texas.
Under the charter, management, operation and control of the city’s combined water, wastewater and electric utility systems were delegated to the BPUB Board of Directors. The Board is composed of seven members: six appointed by the City Commission to four-year terms and the city’s mayor serving as the seventh member (ex-officio).
