The Engineering Technician 5 is responsible for coordinating, designing and constructing projects pertaining to regional infrastructure and programs in the liquid waste and solid waste disciplines in addition to providing services to other CRD departments. This requires designing, cost estimating, contract preparing, coordinating, administering projects such as landfill facilities, infrastructure, landfill operating contract(s), and other CRD infrastructure and facilities.
Typical Duties and Responsibilities
People working in this role can expect to be responsible for performing the following duties. This list is not meant to be comprehensive and other related duties similar in scope and complexity may be performed.
Evaluates operational problems, engineering requirements and recommends optimum solutions.
Makes recommendations to senior staff and operations personnel on, infrastructure upgrades and new projects to resolve operational problems.
Project manages a variety of capital works projects.
Prepares terms of reference for consultants and contract documents for consultation work.
Administers contracts with construction contractors, consultants and surveying crews, and provides direction and guidance.
Designs components of landfill systems including gas, leachate and storm water collection systems based on engineering concepts.
Prepares detailed engineering cost estimates and schedules on engineering projects.
Arranges and chairs pre-construction meetings.
Prepares technical staff reports.
Provides direction and guidance to contractors and operational staff on landfilling operations to maximize landfill airspace utilization through efficient use of daily cover.
Prepares procurement specifications to maintain proper inventories of pipe, aggregate and other consumables that support landfill construction operations.
Follows all policies, procedures and standards of the CRD
Performs other related duties as required.
Knowledge, Skills and Abilities
To be successful at the CRD, candidates should have a shared understanding of our Cultural Traits and Statement of Reconciliation with Indigenous peoples. Additionally, ideal candidates would possess the following role specific knowledge, skills and abilities:
Excellent communication (verbal and written), interpersonal and customer service skills are required.
Knowledge of CRD infrastructure relating to leachate and gas management infrastructure, landfill operations and facilities, health and safety.
Knowledge of engineering design and construction methods, construction estimating, applied hydraulics in engineering, mechanical design, surveying, excavation and shoring.
Demonstrated understanding of design and construction of public works facilities through each phase to completion, including leachate, water and storm water collection and disposal systems and landfill gas collection.
Proficient in the use of computers, desktop software, spreadsheets, SCADA and AutoCad software, databases and corporate information systems.
Demonstrated leadership, communication, negotiation and interpersonal skills.
Ability to communicate professionally with senior staff and operations personnel.
Ability to write technical reports and prepare cost benefit analysis.
Knowledge of contract management.
Strong project management and budget control and monitoring skills.
Confined space entry and WHIMIS training required.
Diploma in Engineering Technology and 9 - 11 years’ experience
Member Applied Science Technologist and Technicians of British Columbia
Required to maintain membership in ASTTBC and continue to upgrade professional knowledge and experience on an ongoing basis.
