The Orlando Utilities Commission (OUC) – The Reliable One, an industry leader as the second largest municipal utility in Florida, is looking for a Manager, Technology Products to be part of our growing team in the Meter to Cash division. Seeking an IT Professional experienced in managing a department that utilizes the Oracle Customer & Care Billing System (CC&B) or other similar utility billing systems.
In this role, you will be responsible for providing leadership, strategic planning, coordination, and oversight to all aspects of corporate, enterprise and technology applications, including health, maintenance, stabilization and optimization of the platforms while continuously improving and providing business value with the technology. Also includes but not limited to client interface, system incident triage, solution development, release coordination, environment coordination, quality assurance coordination, product vendor interface, IT Operations interface, on-call support; staff development; performance evaluations.

The ideal candidate will have:
- Bachelor’s Degree in Information Technology, Computer Science, Computer Engineering, Management Information Systems (MIS), or related discipline from an accredited college or university;
- Minimum seven (7) years of progressive experience in enterprise applications and services, to include:
o Minimum five (5) year of experience in a lead role to stabilize and optimize application resilience;
o Minimum five (5) year of experience leading projects and other improvement/enhancement efforts;
o Minimum three (3) years of formal supervisory/management experience over staff members (preferred requirement) and/or experience in leading efforts and setting direction for projects/teams;
o Previous experience working in a Product Delivery IT organization.

Job Purpose:
Responsible for providing leadership, strategic planning, coordination, and oversight to all aspects of corporate, enterprise and technology applications, including health, maintenance, stabilization and optimization of the platforms while continuously improving and providing business value with the technology. Also includes but not limited to client interface, system incident triage, solution development, release coordination, environment coordination, quality assurance coordination, product vendor interface, IT Operations interface, on-call support; staff development; performance evaluations.
Primary Job Functions:
- Manage and lead staff, including internal/external development teams and other resources, to provide direction of day-to-day activities, including, but not limited to, employee coaching, development, and performance evaluation; ensure compliance with standard operating procedures, quality development, and documentation standards;
- Manage corporate and enterprise applications (i.e. Enterprise Resource Planning, Customer Information System (CIS), Meter Data Management (MDM), Smart Grid Gateway, Bill Print, Prepaid Metering System, AMI Meter Headend System, Telephony, Unified Communications, Interactive Voice Response (IVR), and other related key systems);
- Balance team workload and help to ensure effective team outcomes and deliverables; ensure all team tickets (IT Requests) are managed, completed and documented by department’s Service Level Agreements;
- Ensure application products are hardened, optimized, and resilient;
- Implement best practice methodologies for maintaining technology applications and ensure product support lifecycle is met, including patching strategy and future upgrade plans;
- Coordinate and manage planned and unplanned system outages, which includes coordination with other OUC departments on issues, application and product enhancements;
- Coordinate system implementation efforts for support requests to ensure they are completed on schedule and in the most cost-effective manner; process through a formal Change Management structure ensuring coordinated participation across multiple departments, inside and outside of the Digital & Technology business unit;
- Advocate and monitor application changes for compliance with change management committee governance;
- Serve as a liaison and key technical resource to Business Units, Integration/Infrastructure, and Architecture; advocate for technology initiatives; anticipate changing business needs and seek to provide effective solutions and proactively provide alternative approaches and recommendations;
- Partner with business units to optimize utilization of existing software products, develop business cases for product enhancements, upgrades and/or replacing existing applications;
Oversee and/or lead all aspects of the project management cycle for technology products:
o Conduct project feasibility studies and cost benefit analyses, to include developing implementation strategies, determining cost, evaluating alternatives, and recommending appropriate plan of action;
o Ensure compliance of all aspects of project management cycle for related Technology Products, including but not limited to: defining and maintaining project scope, allocating resources, effectively addressing project impacts, and communicating project status to internal and external client(s);
o Review and validate detailed functional, technical, and program application specifications, oversee the creation of tests and/or test data, and monitor execution of test procedures and results; review, evaluate, and recommend design and development alternatives;
o Communicate appropriate project status updates to effected business units, governance committees and Director; set expectations for delivery of product and service solutions to Business Units;
- Set strategies and goals for the business unit that directly connect to OUC's corporate strategies;
- Evaluate and align talent to current and future business needs; mitigate talent risks;
- Support and maintain an effective work team; foster a culture of respect and continuous learning;
- Develop, measure, and take action on performance metrics for teams and individuals within the business unit; communicate performance expectations, support staff professional goals, and brief all related issues, initiatives, and actions, risks or concerns with Leadership;
- Manage selection and promotion procedures including reviewing applicants and interviewing potential new employees to effectively recommend candidates for open positions within the business unit;
- Develop and administer the department operational and capital budgets; which include overseeing the budget/cost functions; additional responsibilities include creating purchase orders, work orders and paying invoices;
- Generate statistical reports and data analysis on department related business activities; provide trend information along with meaningful metrics; observe and measure organizational performance and recommend modifications to existing systems or development of new systems and support services;
- Prepare and deliver presentations to senior leadership;
- Manage vendor relationships for contract and/or service agreements, support, etc.;
- Provide consultative services to Information Security and Internal Audit as needed;
- Perform other duties as assigned.
Requirements

o Computer Programming and Application Development (i.e. Java, SQL, Waterfall, Agile);
o Request for proposals (RFPs) and contracts;
o Analysis of utility operations and infrastructure practices;
o Utilizing, researching, and piloting new technologies;
o Project management;
o Budget reports;
Familiarity with all, but not limited to the following:
o Supervisory responsibilities to include: preparation of performance evaluations, reviewing time sheets and attendance records, summary of work produced, monitoring SLA (Service Level Agreement), and key performance metrics;
o Outside and inside contacts to carry out organization programs or occasional contacts;
o Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
o Contractor/vendor management experience
