The City of Georgetown is recruiting for an experienced Transportation Planning Manager. Creating and maintaining a safe and efficient transportation systems is a priority for Georgetown.

The Transportation Planning Manager oversees and organizes transportation planning and program development efforts, including the creation of short- and long-term plans, the development and monitoring of budgets, and supervision of staff. They develop relationships with internal and external stakeholders and contribute to the City’s vision, mission, and goals in the performance of their job duties.

• Develop and maintain comprehensive plans for transportation planning projects, including the overall transportation plan (OTP), sidewalk master plan, bicycle master plan, corridor studies, impact fee studies, and transit development plan.
• Facilitate the completion of capital improvement projects associated with transportation planning from conception to completion, which includes meeting with state, regional and local partners on project planning and coordination, securing grant funding, assisting with environmental and engineering review, and reviewing design development.
• Coordinate City resources and departments to ensure budgeting and capital improvement planning and construction efforts are aligned with transportation planning efforts.
• Analyze, review, and provide guidance to management team on development standards, specifications, and agreement negotiations, as well as review & analysis of reports, studies, plans and other materials produced by staff and consultants.
• Evaluate transportation planning operations to improve service, productivity, efficiency, safety, and resolve complaints and issues that cannot be addressed by operational staff.
• Represent the City and serve as liaison with TXDOT, CAMPO, CapMetro, Williamson County and others on major regional transportation projects.
• Prepare and delivers presentations on project updates and action items to various groups, including City Council.
• Ensures compliance with all State of Texas, Federal, and local transportation, transit, and ADA regulations and obligations.

MINIMUM QUALIFICATIONS:

Education, training and Experience Guidelines

Bachelor's degree from an accredited college or university with major course work in Planning, Engineering, or a related field.  Seven (7) years of full-time progressively responsible experience in Traffic and Transportation Planning, preferably with a municipality, state, or county government. 

Any combination of experience or education may substitute for the minimum qualifications.  

Knowledge of:

• Transportation Planning and Design principles.
• Purchasing rules and budgeting processes for hiring contractors and processing purchase orders.
• Grant applications and account management.
• City infrastructure operations.
• Federal, state and local laws.
• Fiscal planning and budget preparation.
• Business case development, strategic business planning,
• Practices and principles of traffic, parking, and transportation engineering.
• Pertinent regulatory codes and ordinances, traffic laws and regulations.
• Performance measurement and project management practices, skills and concepts.
• City operations, personnel policies and procedures, City charter, City ordinances, policies and procedures.
• Employee supervision and management. 
• Council/Manager form of government.

Skill in:

• Working closely with other City, County, State, Federal and School District officials and employees, City's Boards and Commissions, other public and private sector entities and the general public.
• Using a computer and various software programs.
• Reading and interpreting traffic engineering specifications computer operation and policy manuals, memos, letters and reports.
• Writing and preparing a variety of reports, correspondence, and special studies.
• Using principles and techniques of budget development and administration.
• Applying traffic engineering and parking knowledge to specific technical problems.
• Assessing situations and making prompt, safe, and efficient decisions with regard to task priority and effective solutions.
• Resolving work problems.
• Interpreting administrative polices to subordinates, other departments, consultants, contractors, and the public. 
• Public Presentation.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class C Texas driver’s license

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Work is performed indoors and outdoors at City recreation facilities and venues; required to perform moderate physical work and move up to 40 pounds.  Chemicals and recreation equipment.
