The starting salary for this position is $78,707 - $107,931 depending on qualifications and experience. The City is seeking a Sr. Civil Engineer - Traffic & Transportation and Sr. Civil Engineer Streets Design. This position manages and performs professional level engineering work in the areas of planning, technical design, project management, and construction oversight to department staff, committees, contractors, consultants, developers, and outside government agencies regarding traffic and transportation engineering projects and issues. Provides direction and supervision to Engineers and Engineering Technicians.
The following are normal for the Sr. Civil Engineer Traffic & Transportation position but shall not be construed as exclusive or inclusive. Other related duties may be required and assigned.
- Performs research, analyzes findings, and prepares recommendations for traffic engineering planning and programming.
- Assists and makes recommendations to the City Engineer and Director of Public Works with department policies, traffic and parking ordinances, procedures, and priorities relating to traffic and transportation.
- Develops traffic engineering standards, specifications, and procedures for designing intersection improvements, curbs, traffic lanes, signing plans, striping plans, and traffic signals.
- Evaluates the City’s Capital Roadway and Bike and Pedestrian projects for compliance with the Complete Streets ordinance.
- Prepares and presents written and oral reports on public works and transportation projects to the Bike & Pedestrian, Traffic Calming, and Transportation Affairs committees
- Administers the City’s Traffic Calming process, including analyzing results, coordinating and attending meetings with neighborhoods to help resolve neighborhood concerns, develop solutions, and gather public support, present options to Transportation Affairs Committee
- Administers the City’s Transportation Utility program, including initial synchronization with the City’s Utility Billing system and annual parcel, trips, determining new development charges, and billing updates.
- Utilizes AutoCAD Civil 3D (current version) for the preparation of plans, specifications, and cost estimates for the repair, resurfacing, and reconstruction of City sidewalks, multi-use trails, bicycle lanes, parking lots, street lighting, and streets.
- Works closely with the City’s Traffic and Electrical Department for planning, design, and construction of traffic signals and the street lighting system.
- Manages, prepares, and conducts traffic control studies, including traffic signal warrant studies, updating signal timing plans, speed limit studies, traffic impact studies, vision triangle studies, and capacity improvement projects.
- Reviews, evaluates, and approves traffic engineering plans and TIA’s for private development
- Coordinates with City Construction Manager on inquiries or design changes during construction.
- Supervises and provides direction to Engineers and Engineering Technicians.

Minimum Requirements
- Bachelor’s Degree in Civil Engineering from an ABET accredited program required.
- Must be a Professional Engineer licensed in the State of Wisconsin.
- A valid Wisconsin Driver’s License is required.
- Extensive knowledge of roadway design engineering manuals, standards, and practices
- Familiarity of basic practices of traffic engineering, including but not limited to, traffic signal design, street lighting design, traffic data collection, and traffic impact analysis
- Knowledge of the principles and practices of public works design, drafting, surveying and construction.
- Must be proficient in Microsoft Excel and Word.
Preferred Requirements
- Knowledge of Highway Capacity Software and Intersection Traffic Control software
- Traffic signal design experience
- Registration as a Professional Traffic Operations Engineer
- Significant experience in designing public improvements utilizing AutoCAD Civil 3D in an urban environment strongly preferred.
