EMPLOYMENT TERMS: Full-time position
PRIMARY DUTY: The Capital Programs Engineer provides professional engineering services in support of campus-wide construction, operations, and capital planning. Performs and/or oversees engineering planning, design, and development, and provides leadership, guidance, technical coordination, and review.
ESSENTIAL FUNCTIONS:
- Serves as project manager on comprehensive engineering design projects; sets project parameters, evaluates compliance with project and engineering standards, and approves final designs and installations to ensure owner’s requirements are being met
- Oversees, reviews, and approves the work of external engineering design and planning consultants; ensures that engineering designs are consistent with contract specifications and all relevant regulations and engineering standards
- Provides consultation and coordinates and integrates activities with representatives of other engineering disciplines as required on a project basis
- Plans and develops project budgets within overall budget and cost parameters, and develops appropriate project implementation strategies and plans
- Represents mechanical engineering discipline as appropriate in the engineering aspects of capital program planning on a university-wide basis
- Manages and maintains official project records to include budgets, schedules, submittals, specifications, operations, maintenance manuals, drawings, and photographs
- Prepares capital planning documents including scopes, up to date budgets, and timelines as needed by Administration
- Works with facilities staff to prepare financial documents for capital programs
- Completes projects on-time and under budget with minimal risk
- Creates and fosters relationships with the campus community, acting as the University's representative
- Communicates effectively within all levels of the University and with external vendors
- Works with Purchasing to follow procurement requirements, selection of planners, architects, and contractors
- Prepares comprehensive master schedules and identifies/manages critical milestones/activities
- Maintains and adheres to campus standards for design, furnishings, space allocation, and others Follows and coordinates with Facilities to update Guidelines for Design and Construction (GDC) as required
- Solves problems while under great pressure during emergency situations; responds to emergencies in off hours as necessary
- Develops and is accountable for a safe culture and work environment
- Assists in developing and prioritizing a three to five year capital plan with regard to facility needs based on various inputs including but not limited to the University's strategic plans, the Facility Conditions Assessment (FCA), deferred maintenance needs, repair and maintenance work order history, energy management and sustainability plans
- Assists in developing an annual Facility's capital budget proposal and project plan based on the overall University approved capital budget, working collaboratively with the various stakeholders to develop an annual schedule as well as coordinate resources
- Assists in the development and execution of the capital programming process engaging key stakeholders in the development process and creating a supportive policy and procedures manual tailored to the University
- Develops plan to implement and review CPM processes and practices on a regular basis for continuous quality improvement
- Reviews documents to ensure consistency with master plans, programs, budgets, and campus standards
- Prepares materials and conducts professional project presentations for various senior level meetings
- Performs other duties and responsibilities as assigned
WORKING CONDITIONS: This position will work a typical shift of 8:00 a.m. to 5:00 p.m. with an hour lunch break and must be flexible and be able to work when required. This position must purchase and maintain a cellular device and service that will be used for work functions. This position must be responsible for plan choices, calling areas, service features, terminations clauses, and paying for all charges associated with the cellular device and service.
SUPERVISORY RESPONSIBILITIES: This position will work within a team of project managers, without supervisory duties

Education:
- Bachelor of Science degree in Mechanical Engineering or closely related field
Certification/License:
- Valid driver’s license
- Professional Engineer, or passed NCEES Fundamentals of Engineering (FE) exam and has qualifications and intent to take NCEES Principles & Practice of Engineering Examination within 6 months
Experience:
- Minimum of six years in a mechanical engineering consulting field with supervisory experience
