ASSOCIATE ENGINEER - CIVIL (PE Required - a 2.5% differential applies)



Valley Water

• Lead, oversee and participate in the planning, design and construction of assigned pipeline projects; prepare feasibility studies and cost estimates; develop and evaluate alternative operational scenarios; identify and clarify alignment and right-of-way issues; define scope of work and develop conceptual plans; identify goals, standards, procedures and quality assurance standards for assigned projects; identify critical project issues; review and comment on consultant and environmental impact reports; review engineering studies, reports, designs and contract documents for compliance with professional civil engineering standards and principles.
• Perform supervisory duties as well as serve as a project/program manager for various water supply projects; organize, direct, lead, plan, schedule, assign and review the work of staff; monitor and control project schedule and expenditures. Provide training and technical support to staff.
• Coordinate, oversee, prepare, and review engineering studies, reports, designs, drawings, specifications, and related documentation: perform engineering design calculations and construction cost estimates with staff, outside agencies and consultants ensuring that deadlines, standards, and specifications are met appropriately. Participate in and may coordinate regulatory, environmental and/or construction permit activities and processes within Valley Water and with outside agencies.
• Provide technical pipeline engineering support for various capital and operations projects including quality control reviews of pipeline engineering design submittals to ensure work quality and adherence to professional codes, standards, and specifications.
• Negotiate and administer consultant and professional service contracts and agreements as assigned. Provide project planning and project management services including project controls, project progress, schedule, cost forecasts, variances, critical path, change management, and closeout procedures as assigned.
• Represent Valley Water in meetings or presentations to the public, contractors, and federal, state, and local agencies. Prepare and present a variety of engineering and administrative reports and correspondence, agenda packets, etc.

• Plan, organize, schedule, assign, train, review, and evaluate the work of staff.
• Recommend and implement work plans and effectively manage engineering projects and project teams.
• Apply engineering principles, practices, concepts, and standards to engineering problems.
• Prepare, understand, and interpret construction plans, specifications, drawings, and other engineering documents.
• Independently conduct comprehensive engineering studies, investigations, and analyses.
• Perform engineering calculations and statistics.
• Prepare clear and concise reports, correspondence, and other written materials.
• Analyze, interpret, summarize, and present technical engineering information and data.
• Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations, and Valley Water engineering policies and procedures.
• Conduct engineering research projects, evaluate alternatives, make sound recommendations, and prepare effective technical reports.
• Make sound, independent decisions within established policy and procedural guidelines, and best engineering practices.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

• Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
• Principles, practices, concepts, and standards of civil engineering as applied to pipeline.
• Principles and practices of project budgeting, cost estimation, funding, project management, and contract administration.
• Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports.
• Recent and on-going engineering related developments, including information technology, current literature, and sources of information related to the operations of assigned area of responsibility.
• Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
• Principles and techniques for providing customer service by effectively dealing with the public, vendors, contractors, and Valley Water staff.

• Graduation from an accredited four-year college or university with major coursework in civil engineering or a related field.
• Possess and maintain a valid license as a Professional Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.
