Duties:   This position requires an experienced Civil Engineer to:

• Manage and coordinate the engineering and technical support work of the construction division of the engineering department and oversees all phases of road and bridge construction, (Including contract administration and pay recommendations.)
• This position is responsible for managing a construction/testing staff including Engineers, Inspectors, Surveyors, Testing Lab, and support staff. 
• Attends and oversees project pre-construction meetings to review utility conflict problems, project time schedule, traffic, and safety.
• Directs project engineers in preparing accurate documentation of quantities of materials for contract payments.
• Handles the more difficult complaints from residents affected by road construction and personally confers with contractors where significant questions exist concerning contract execution.
• Develops and authorizes spending to align with division budget. Manages division activity throughout the year to stay within budget or recommend changes as necessary.
• Cooperates and coordinates with RCOC departments and other entities affiliated with the RCOC. i.e. Right-of-Way, Highway Maintenance, Traffic Safety, contractors, etc.
• Requires a daily schedule that supports RCOC hours of operation.
• Regular and predictable onsite job attendance is an essential function of this position.
• Must perform duties in a professional manner to promote a positive image of the Road Commission for Oakland County.
