This position is responsible for performing work related to business application systems operation and maintenance, user support, data corrections, documentation, and reporting. Provides strategic, analytical and technical support for business and technology solution planning activities. Bridges the gap between functional users and technical staff to ensure optimization of the District’s functional capabilities. Works closely with our IT team and stakeholders to collect and document business requirements for development of business use cases and initiative roadmaps. Creates decision presentations and performs process analysis to ensure integration, communication, alignment and proper hand-offs. Performs problem analysis, research, software testing and quality assurance. Uses advanced technical and software application knowledge to assist the business in implementing their strategic vision through technology.
Maintains current and emerging enterprise application knowledge and new technology developments.
Collaborates with internal customers and technology partners to gather, analyze, understand and document business and functional requirements.
Establishes relationships with internal customers, working with them to deploy, optimize and enhance our systems. Understand, interpret, and effectively respond to internal and external customer needs and expectations.
Analyzes business functions to determine operational objectives by gathering requirements and evaluating business needs. Optimize business functions by providing in-depth understanding of data and process workflows within applications, perform user needs assessments, use case statements, and workflow mapping.
Works closely and effectively with users to document requirements, create testing plans, conduct tests, and quickly troubleshoot technical issues. Recommend business procedures to support ongoing data integrity.
Responsible for establishing and maintaining documentation with collaboration across the organization’s Standard Operating Procedures (SOP) to ensure consistent best practice use in technical and user-friendly language.
Facilitate change management in the organization, including deployment of new functionality as well as ongoing maintenance releases. Preparation and presentation of training, procedural documentation and communication with business units.
Performs analysis of complex data sources and create requirements for data mapping and reports. Designs and generates data queries, error or exception reports, standard and custom reports, including mockup and output validation.
Collaborates and advocates for users in the planning, design, development, and deployment of new applications and enhancements to existing. Responsible for the communication and clarification of requirements between business units and developers.

Experienced with enterprise business applications, supporting business improvement processes and task assignments.
Working knowledge of how business requirements are elicited, analyzed and documented.
Working knowledge of business and technical requirements analysis, business process modeling/mapping, methodology development, and data modeling.

MINIMUM QUALIFICATIONS & PROGRESSION
A Bachelor’s degree in computer science, management information systems, or business administration or
A minimum of an Associate’s degree and three years of directly related experience and training or
A combination of education and related industry experience resulting in demonstrated ability to perform major duties.
