This position provides project management oversight, to include supervision of all levels of staff; oversee or review environment, infrastructure, and geomatic projects; and manage implementation of projects/plans according to codes and regulations. Manages the Engineering department, establishes goals, objectives, and priorities; plans and allocates Department resources and manpower, develops department policies and procedures; administers all County capital improvement projects; and performs professional engineering design work.
Examples of Duties:
Plans and directs all programs, services and use of resources for the Department
Develops department goals and objectives
Formulates policies and procedures & identifies current and projected engineering program
Evaluates programs/services to identify needed changes, enhancements and/or expansions
Ensures programs and activities meet applicable State and/or federal requirements
Manages department staff & performs a variety of duties associated with supervising staff to include hiring, assigning work, ensuring professional development and training, establishes performance standards, evaluates work, and provides guidance, direction and discipline as necessary.
Provides project management services for capital improvement projects which involves preparing requests for qualifications for professional services
Attends pre-bid and pre-construction conferences
Negotiates and secures services with contractors
Reviews and approves payments to contractors and other professionals providing services to the County
Negotiates change orders and prepares justifications to the Board of Commissioners
Conducts inspections of projects under construction and resolves problems pertaining to same; attends construction progress meetings and maintains active involvement in all phases of capital improvement projects.
Plans and prioritizes sewer and water extension projects funded by the County
Secures engineering services and coordinates construction
Plans and manages special assessment projects including preparation of necessary resolutions, coordinating public hearings, directing staff in preparing assessment roll
Ensures compliance with procedures outlined in State statute
Serves as chief administrative officer for the County Flood Plain development regulations and makes final flood plain determinations
Knowledge, Skills and Abilities:
Has thorough knowledge of the methods, procedures, and policies of Cumberland County as such pertains to the performance of the essential duties of County Engineer
Has thorough knowledge of principles and practices of performing professional engineering work, planning, and supervising department operations and administering capital improvement projects
Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
Ability to determine program/project priorities, processes, and procedures. Has thorough knowledge of the organization of the department, and of related departments and agencies
Ability to serve as technical expert in the area of assignment and may require ability to represent the county as an expert with regard to compliance with engineering principles, standards, codes, designs and statutes and address conflicting design constraints
Ability to communicate orally and in writing clearly and concisely and organizes reports addressing novel or complex engineering concepts and facts such as standards/practices/codes/regulations
Ability to participate and lead as needed in the development of long-range strategic goals
Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work
Has thorough knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities
Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with whom position interacts

Bachelor’s degree in civil engineering; supplemented by six (6) years experience and/or training that includes performing professional engineering, project management and supervisory work; or an equivalent combination of education, training, and experience.
Additional license or certification: Registration as a Professional Engineer in North Carolina is required.
Management Preference: Three (3) to five (5) years of engineering experience in state or local government setting
Additional Salary Information: *Salary will be determined by applicant's qualifying education and experience.
