Reporting to the General Manager of Engineering, the Manager, Transportation is accountable for planning, managing, and maintaining transportation infrastructure to ensure Surrey residents and visitors can move safely and efficiently through our City as we continue to grow towards becoming the largest municipality in Metro Vancouver. In addition, this role will contribute to the successful delivery of major City of Surrey initiatives, such as the SkyTrain extension along Fraser Highway and implementation of an integrated “Vision Zero” Safe Mobility Plan. Providing vision, leadership and guidance to a team of highly engaged professionals within: Geographic Information System (GIS) Services; Parking Services; Road Safety; Traffic Operations; and, Transportation Planning. The Manager, Transportation will be accountable for establishing a SMART Cities approach, through innovative and intelligent systems, with a strategic vision and approach that is aligned with the interests of community residents and council to ensure Surrey achieves its vision of a thriving, green, inclusive city.
Contribute to the City’s goal of serving its residents, businesses, staff and other stakeholders with excellence
Provide senior leadership and strategic direction in managing the activities of the Engineering, Transportation Division
Oversee the development and implementation of a new Surrey Transportation Strategic Plan for a City of 1 Million
Develop and administer policies, plans and strategies regarding transportation infrastructure, while being sensitive to the changing needs of the City and its stakeholders
Ensure the successful delivery of Engineering strategic initiatives, such as rapid transit extensions to Town Centres across the City, integrating “Vision Zero” and “Climate Action”, and developing ITS and EV Strategies
Ensure efficient and effective traffic operations and management of the City’s Traffic Management Centre (TMC), in collaboration with Engineering Operations streets maintenance sections
Develop $500 Million 10-Year Transportation Capital Plan, Program and DCC rate setting
Support the General Manager, as required, to build and sustain effective working relationships with regional and provincial governments
Prepare and deliver reports and presentations to senior management, Council, and public meetings.
Oversee human resources and labour relations matters related to the Division including: hiring, promotion, discipline, layoff, termination, training and development, in alignment with Human Resources and City practices/policies
Coordinate staff to ensure work is carried out in an effective and client-centred manner that reflects the City
Perform other related duties as required
Bachelor’s Degree in Civil or Municipal Engineering from a recognized university or a Master’s Degree in a related discipline of Engineering, and a minimum of 15 years related experience, including 5 years in a management level, within the public and/or private sector environment; or an equivalent combination of education, training and experience.
Currently registered or eligible for registration with the Engineers and Geoscientists of B.C., as a P.Eng.
Professional Traffic Operations Engineer (PTOE) Certification and a member in good standing with the Institute of Transportation Engineers (ITE) is an asset
Considerable knowledge and experience of the methods, practices, techniques and equipment used in transportation planning, traffic engineering and functional road and signal design
Solid understanding of multi-modal transportation systems in an urban environment
Thorough knowledge of municipal administration and relevant policies, bylaws, procedures and legislation
Exceptional planning and coordination skills to ensure developments are integrated into existing and planned systems
Demonstrated ability to understand collective agreements with experience managing in a unionized environment
Demonstrated political and business acumen, with proven experience in building collaborative partnerships, strong working relationships and liaise with external agencies
Demonstrated ability to work with all levels of City stakeholders, who have multiple and sometimes competing priorities
